Wheel Deliver of Pittsburgh Bad Business

I order food from various restaurants in the Pittsburgh area through Wheel Delivers delivery service 3-5 times a week. I recently placed an order online because I was having issues with my phone. I selected cash as my payment method and my total order was $35. My order was estimated to arrive at 7:12pm but this was just an estimate. I sat in my living room watching tv waiting with my door open and stood in the hallway from time to time looking outside or out my living room window. Around 8pm I started to get concerned about where my order was. My phone was back on so I decided to call. I called Wheel Deliver and was told my order was delivered around 7pm and the driver left my food outside my door. I never heard any knock at my door, this was due to my loud neighbors downstairs. I asked why my food was left outside my door when I didn't even pay and the guy began stuttering saying we had to leave it...you ordered it...I kept saying but I didn't even pay for it so why would you just leave it? So I checked my bank account balance and Wheel Deliver took it upon themselves to charge my card without my permission. The card that I asked them not to save the information for when I used it for an earlier order days prior. This is illegal. I called back and asked why my card was charged when I didn't even select that as a payment option and instead of getting the answer to my question the guy kept asking me why I didn't answer my door. The proper thing to do would have been to take the food back, not leave it outside on the ground in front of my door then charge my card. Not only did they charge my card without my permission but they charged me $37.28. $2 more than the original price of my purchase. I called back to speak with the manager and the same person that had been answering my calls claimed he was actually the manager. He said we will refund your money and for me to never order through Wheel Deliver again. I still have not received my refund.
